Long I and A Following Vowel (Lesson 11) Question

Hi Everyone,

I have a question regarding the long I and A following a vowel. The Simplified manual says "Any vowel following long I is represented by a small circle within the large circle."

What is the proper way to write these? Are you writing the large circle first and then the smaller circle inside? Or do you write the small circle first and then write the large circle around that? I'm a bit unsure and the manual doesn't state.
